Course Description
Objectives
By the end of this session, the participants will be able to:
- Appreciate the traditional use of public procurement in protection of national suppliers and contractors and in the promotion of social agenda issues.
- Understand the trends towards non-discrimination and protection of the environment that developed in the last 50 years.
- Understand the concept of Sustainable Development and its three pillars.
- Recognize the definitions of Sustainable Public Procurement (SPP), Green Public Procurement (GPP) and Socially Responsible Public Procurement (SRPP).

- Introduction: Historical Context of Public Procurement
- The Impact of International Law on Sustainable Public Procurement (SPP)
- Drivers, Enabling Conditions, Barriers and Benefits of SPP implementation at national and organizational levels
- UNEP SPP Implementation Methodology
- Integration of SPP considerations at each step of the procurement process: identification of Need and definition of the Requirement
- Use of eco-labels, Social and Fair-Trade labels in implement SPP procurement operations
- Integration of SPP considerations in the procurement process: Bidders’ Qualifications and Bid Evaluation Criteria steps
- Integration of SPP considerations in the procurement process: Contract conditions
- Bid evaluation in SPP operations (including use of the LCC bid evaluation method)
- Application of SPP to Priority Sectors: Construction, IT equipment and Cleaning Services
- UN Global Compact and the role of the Private Sector in SPP and SD
