Aims and Objectives of the SPESSCE UNILAG

The main objectives of the University of Lagos Center of Excellence in Procurement, Environment and Sustainable is to build capacities in public and private procurement, environment and social standards especially as it pertains to Procurement Planning, Regulations and Sustainable Procurement set by the International Community and National legislation.

The SPESSCE UNILAG Sustainable Procurement is designed to;

  • Create Awareness on Global Standards in Sustainable Procurement in developed and developing countries. These include;
  1. Public Procurement Planning
  2. Sustainable Public Procurement’s Laws and Regulations
  3. Procurement Standards in Market Surveys and Needs Assessment
  4. Understand UN Conventions on Public Procurement
  5. Contract Management
  • Build capacities Sustainable Procurement for Goods, Works and Services
  • Internalize in Public Servants and Staff of Organized new global standards for the Procurement of Goods, Works and Services. The ultimate objective of this, is to ensure that government and people get value for their money.
  • Teach and expose public servants and employees of organized private sector to ethical values guiding the sale of goods, contract implementation and execution.
  • Facilitate programs in e-procurement covering open competitive bidding, e-evaluation and other related services on budget management.
  • introducing programs in Sustainable Procurement in Arms Forces covering the Procurement of Arms for Government.
  • through its globally acclaimed staff run programs on International Laws covering Procurement in the Military and Security Agencies thereby contributing to national development and national security.

SPECIFIC OBJECTIVES: The specific objectives are designed to offer various options to the widest possible set of interested audience. They will not only be of use to a large body of students and practitioners but will also allow progression from one specific to the other. The basic features of the specific objectives are presented below.

The offering of stand-alone courses at the introductory level at least once per academic year targeting mainly civil servants, private and civil society employed individuals, graduates and unemployed individuals as well as school leavers.

The offering of an advanced certificate based on stand-alone courses plus some additional courses to meet the academic requirements. There is an opportunity that the Centres of Excellence also engage in offering courses required for certification by the MDAs or professional bodies.

The offering of postgraduate Diplomas, Masters and doctoral degrees in the PES area targeting students who already possess a diploma, bachelor’s degree or possibly a master’s degree in one or more fields of the PES area targeting individuals

Full undergraduate degree in the PES area targeting secondary school leavers aiming to join university; diploma holders; and any other recognized equivalent qualifications.
