The importance of Contract management is often under-estimated in public organizations with the result that “value for money” in government procurement operations is compromised. While the public procurement procedure is closely regulated in the Procurement Law and Regulations, the norms and rules impacting contract management are widely dispersed in the various administrative, financial and other regulations including the standards of professional practice.
This Session explores the disciplines and skills areas involved in contract management and how these relate to project management. The three phases in contract management are explained and emphasis is placed on the leverage that the Procuring Entity can exert on the pre-award or planning stage of contract management. Once a contract is signed, the Procuring Entity’s leverage on meeting its objectives is constrained by the provisions of the contract which must be respected by all parties to the contract.
