This Session explores how public procurement needs to be organized and managed for meeting the overall corporate objectives of public service delivery as per the mandate of the Procuring Entity (PE) while at the same time meeting the 5 R’s objectives of the procurement organization. This Session uses Procurement Management and Procurement Supervision as synonyms in the context of the role of the PE’s Procurement Manager who needs to ensure effective discharge of the PE’s procurement function at the strategic, managerial, operational and administrative levels. The Session explores the three pillars of well-functioning organizations (People, Process and Product/Performance) and how these can be integrated and managed for successful delivery of the PE’s procurement function. The Session then presents the various tasks that need to be discharged by the Procurement Manager/Supervisor.
